Quad Tee Corporation

Quad Tee, is a project management and consulting firm specializing in advisory services in inclusive finance. We offer market and field research; training and technical assistance to financial providers; stakeholder and partnership development; agriculture and digital finance product development and rollout; operational setup of credit risk guarantee funds; as well as project monitoring and reporting. We have established ourselves as a leader in promoting and enabling inclusive finance in Sub-Saharan Africa, with a particular active base in East Africa.

Our journey so far has been marked by significant achievements in agriculture finance, youth finance, digital finance and digital economy. We also incorporate climate finance and bundled agriculture insurance into our vison and anticipate scaling these areas across Sub-Saharan.

Building Rural Incomes Through Digital, Gender Equitable Saccos and Fpos (Bridges Program)

Quad Tee has actively supported the implementation of the BRIDGES program, an initiative focused on increasing rural women’s access to financial and non-financial services while strengthening market access through digitized SACCOs and FPOs. We contributed to the design and strengthening of systems, processes and operational frameworks aimed at improving institutional readiness, transparency and sustainability within member-based financial and agricultural organizations.
As part of this work, Quad Tee supported the refinement of the vendor digitization questionnaire and readiness checklist tools developed to assess the digital maturity and operational capacity of SACCOs and FPOs. These tools have helped establish a more structured and standardized approach to evaluating institutional preparedness for digital transformation and technology adoption. In parallel, the team worked on standardizing financial reporting frameworks and defining portfolio health indicators to strengthen consistency, transparency and accountability across participating institutions. In relation to this work, we supported Stanbic with their SACCO financing program. Key activities undertaken included: Review of Stanbic SACCO lending product and provision of improvement recommendations, some of which were adapted; Facilitation of SACCO Product review Workshop at Stanbic with Bank, World Bank, Government (NAVCDP & FSRP rep) and Dalberg Teams.

Climate Adaptation Training for Enterprise Support Organizations (Esos) in Kenya

Quad Tee led consultant was recently engaged by Strathmore University to provide technical support in designing practical and inclusive capacity-building intervention on Climate Adaptation Finance. We successfully developed a comprehensive course outline and training content tailored for both climate adaptation entrepreneurs and entrepreneurial education trainers. The materials were practical, context-specific and designed to strengthen financial readiness, business sustainability and access to appropriate financing pathways. The course was earmarked to enrich an existing entrepreneurship curriculum, with the objective of strengthening the capacity of climate adaptation entrepreneurs to access financing. The program placed particular emphasis on supporting entrepreneurs from historically excluded groups, including rural communities, youth, women and persons with disabilities. This aimed at supporting climate entrepreneurship incubators and training institutions to adopt more inclusive practices that expand access to entrepreneurship and financing opportunities. After facilitating a content validation session through a focus group discussion, Paul facilitated a Training of Trainers session for trainers within Kenya Climate Innovation Center (KCIC) and other ecosystem players, which was well received by participants.

Empowering Women-led Innovation Through Inclusive Technology

Quad Tee was engaged to serve as one of the coaching partners in the Futuremakers Women in Technology Programme Uganda, an initiative of the Standard Chartered Foundation implemented by The Innovation Village. The programme aims to empower women-led businesses and female entrepreneurs in Uganda who are leveraging technology to drive social and economic transformation within their communities. As part of this initiative, Quad Tee contributed to the delivery of the Technology for Inclusion module. In this role, we guided participants on how to design technology-driven solutions that effectively serve marginalised and underserved communities. The module focused on building participants’ capacity in areas such as inclusive user research, accessibility best practices, social impact measurement tools and strategies for improving access and inclusion among underserved populations. Quad Tee also developed and delivered practical learning materials to support the module. These included slide decks, case studies and interactive exercises aligned with the learning objectives. In addition, we provided case studies on economic mobility solutions and shared preparatory readings and practical tools with The Innovation Village team in advance to support participant engagement and learning throughout the program.

Inclusive Design Programme Design and Implementation Support

Quad Tee was onboarded to provide Technical Assistance to Equity Bank and consult for the Young Africa Works Program which is being funded by MasterCard Foundation. We provided project implementation support for the program to scale financial inclusion to young women, young men, refugees and SMEs in Uganda. Quad Tee provided strategic and tactical project implementation support that helped the program revise its strategy and accelerate results and impact. Our services included setup and activation of the credit guarantee model, programme coordination, SME and digital finance product development, SME loan pipeline development, portfolio management, monitoring evaluation and learning revamp as well as impact storytelling and marketing. We also supported the program to establish its first inclusive finance community of practice bringing together stakeholders across the inclusive finance ecosystem in Uganda. Quad Tee specifically developed the terms of reference for the community and convened the first two meetings.

Beyond Uganda, we partnered with an international NGO-led Innovation Facility and leading telecom providers in Ethiopia to develop a first-loss guarantee model supporting device financing for nano and micro women entrepreneurs.

Systems Thinking Approach for Agriculture Access to Finance

Quad Tee was engaged to lead research and design for a new Agriculture Access to Finance Program in Uganda for the Netherlands Ministry of Economic Affairs and Climate Policy. We adapted the Systems Approach in key design activities. Our activities included stakeholder engagement from the supply side (banks, microfinance institutions, fintechs, SACCOs and money lenders), the demand side (farmers and agribusinesses) and sector enablers (including donors, development partners and regulators). Paul Kweheria successfully led his team in systems mapping of key obstacles, conducting a causal analysis to the obstacles, identifying leverage points and developing strategic interventions. This culminated in the development of a strategic road map for the program. Our Team Leader is experienced in Agricultural Market Systems Development, underwent Advanced Training in Results Measurement for Private Sector Development (DCED Bangkok, Thailand 2023. He also trained in Market Systems Development (FSD 2022). A Sample Systems Mapping is available.

Business Model Development for Mno. Compliance and Data Governance

We supported CARE International with business model development and regulatory compliance review for their digital led village savings and loan (VSLA) product and were involved in the following activities:
a. Business Model and Strategy for MNO Partnership – evaluated revenue earning options for CARE that supported commercial consideration. Also developed a business model and a market scan of competitors to pivot in case MNO did not work out.
b. Reviewed, validated/updated its commercial pricing strategy, partnership motivations/leverage points and identified the opportune touch points to monetize and recommended pricing negotiation options with its telco partner.
c. Developed documentation & mapping of the mobile money user journey. d. Compliance and Governance advisory on KYC and Data regulations.

The Sustainable Business for Uganda Platform is a partnership between the European Union, the Government of Uganda and the Private Sector Foundation Uganda, funded by the EU. It supports dialogue between public and private actors, a better investment climate and stronger EU and Uganda trade links.

Quad Tee researched, compiled, entered and verified the data for the platform’s Access to Finance portal, and developed the system’s software for a smooth user journey.

Quad Tee was engaged by Gatsby Africa to conduct a comprehensive study on the livestock finance landscape in Kenya, focusing on mapping commercial banks’ financial products and identifying key barriers to livestock sector financing. Our team performed an in-depth supply side analysis to map available livestock finance products offered by major commercial banks. This included assessing product specifics such as collateral requirements, interest rates and payment terms, alongside understanding the constraints banks face in deploying capital to the livestock sector. The study also explored whether government policies influence bank investments in specific geographies or product types. To complement the supply-side insights, we collaborated with Gatsby Africa to conduct a targeted demand-side assessment. Engaging key players in the beef value chain, we analyzed their experiences in accessing bank products and identified barriers that limit financial flows to livestock businesses. These insights were synthesized to propose actionable solutions for lowering barriers to finance and fostering greater alignment between banks and livestock enterprises. In addition, our discussions with banks and businesses identified immediate opportunities for pilot projects. These pilots are providing investment facilitation support to businesses, enabling tangible financial deals and generating insights on how to shift commercial banks toward offering more accessible and affordable finance to the livestock sector.

Feasibility Study of Index Based Livestock Insurance (IBLI) in South Sudan

Quad Tee was engaged to conduct a feasibility study on Index-Based Livestock Insurance (IBLI) in Greater Kapoeta, South Sudan. The study aimed to assess the viability of IBLI as a solution for mitigating pastoral risks in the region. Our team evaluated pastoralists’ willingness to participate in an IBLI scheme, assessed the capacity of local institutions to implement the model and explored its integration with South Sudan’s existing frameworks. The study focused on addressing the environmental shocks that lead to livestock losses, which are critical to the food security, social status and economic well-being of pastoral communities. By analyzing the potential of IBLI to protect against drought, disease and market volatility, this initiative highlights the promise of innovative insurance mechanisms in strengthening resilience in South Sudan’s livestock economy.

Agriculture Digital Financial Services

Provided technical support for Agrifin to establish partnerships with banks, fintechs and AgTechs in Uganda and Tanzania. We focused on establishing innovative and scalable digital solutions for smallholders and women agro traders. Activities included devising project concepts and plans, and chart product road maps. For example, Agrifin partnered with Equity Bank Uganda and two AgTech firms (EzyAgric and MobiPay) to create an agriculture credit scorecard for smallholder farmers, using alternative data. We supported framework development, partner onboarding, commercial alignment, and ongoing program monitoring.

Sustainable Fisheries in Lake Turkana: Using Systems Thinking Approach

Quad Tee was commissioned by the Dutch Ministry of Foreign Affairs to support the PADEO Kenya initiative, complementing the WFP/UNESCO inception phase of the program, Sustainably Unlocking the Economic Potential of Lake Turkana. Our role centered on identifying leverage points and interventions from a private sector engagement perspective. Through a Light System Mapping exercise and integration of economic perspectives, our team conducted an objective PADEO system analysis to uncover key failures, their root causes and the interrelationships between them. The project provided in-depth insights into challenges within the region and explored private sector engagement opportunities to address critical bottlenecks to economic development. With a specific focus on the fisheries value chain, our analysis helped the Dutch Ministry of Foreign Affairs and EKN prioritize strategic interventions and identify leverage points to unlock the economic potential of the Lake Turkana region.

Supporting Scalable Agtech Solutions for Refugee Communities

Quad Tee supported the development of an AgTech strategy for the JobTech for Refugees initiative in Uganda, a programme focused on enabling platform-based companies to scale and create employment opportunities for underserved populations. As part of the engagement, Quad Tee mapped and assessed Uganda’s AgTech ecosystem and supported the identification of digital agriculture platforms with potential to serve refugee and host community farmers. We also designed pilot models to test the delivery and scalability of AgTech services within refugee settlements, focusing on last-mile delivery, partnership development, agent networks and farmer onboarding. The initiative incorporated access to finance mechanisms to improve farmers’ ability to purchase agricultural inputs through digital platforms. Quad Tee also supported the piloting of platform expansion approaches for EzyAgric in Uganda’s West Nile region. Through this work, Quad Tee contributed to the development of scalable and inclusive digital agriculture models that expand economic opportunities for refugee and host community farmers.

Platform Economy MasterClass

Commissioned by FSD Uganda to create a curriculum on Platform Economy and facilitate two cohorts of masterclasses (advanced training workshops) for banks and fintechs companies. At Quad Tee, we co-developed a Digital Platform Economy training program with FSDU and led the delivery through two masterclasses in Kampala. Attended by 54 industry participants, the masterclass supported technology platform entrepreneurs to enhance their business models, diversify their income streams and revamp their value proposition. Attendees were drawn from ecosystem enablers such as Ag Techs, HealthTech, FinTech and banks.

Nutec Fs Program (Northern Uganda – Transforming the Economy Through Climate Smart Agriculture

Our founder served as the Team Leader for NUTEC Financial Services program for Mercy Corps in partnership with Equity Bank. NUTEC was an FCDO funded complex multi-stakeholder blended finance program focused on Northern Uganda. Achievements included developing and launching innovative financial products for SME agribusinesses, building a solid lending pipeline and achieving a lending portfolio over US$ 9.5m. Also developed gender-lens financing approach.
Paul Kweheria also previously served as the Tanzania Country Director for the AgriFin Accelerate program where he led the team in providing digital and information services targeting smallholder farmers. The key focus was on building partnerships with banks, telcos, fintechs, farmer organizations and agribusinesses. Paul also worked over 12 years at KCB Bank in various management roles. His achievements included leading the development of a transformative rural financial inclusion program (KCB MobiGro).

The Sustainable Business for Uganda Platform is the fruit of a partnership between the EU, the Government of Uganda, and the Private Sector Foundation Uganda, funded by the European Union. It aims to ensure dialogue between public and private actors, improve the investment climate and strengthen trade and investment links between the EU and Uganda. Quad Tee was engaged to provide Inclusive Finance advisory services that supported SB4U conduct research on different types of Financing Products available to SMEs. Our team engaged various financial sector actors including donors, impact investors, commercial banks and Fintechs to establish various financing facilities available. Our digital team then supported customized and populate the SB4U Access to Finance portal with relevant access to finance information. Activities included, market research, stakeholder engagement, data compiling and validation, as well as software development and user experience testing.

We design credit guarantee operating models that reduce the risk of financing historically underfunded segments, including women-led businesses and micro enterprises. By addressing high credit risk, weak financial histories and lack of collateral, we help financial institutions lend sustainably to those who need it most.

In Uganda, we worked with the country’s largest commercial bank on a first-loss credit guarantee that enables wholesale lending to microfinance institutions serving women-led micro enterprises. We also structured a first-loss guarantee with a deposit-taking MFI for affordable, reduced-collateral, local currency finance for women entrepreneurs. In Ethiopia, we partnered with an international NGO-led innovation facility and leading telecom providers on a first-loss guarantee model for device financing for nano and micro women entrepreneurs.
